"Technology is changing our world - we have to change with it.."

"Technology is changing our world -we have to change with it" was one of the top 10 insights Kevin Green, Chief Exec, Recruitment & Employment Confederation (REC) shared following the recent CIETT 2012 World Employment Conference.

On the 23rd - 25th May this year, hundreds of delegates from 34 countries, representing five continents, descended upon the Landmark Hotel in London to attend one of the biggest - and most important - recruitment conferences the Recruitment & Employment Confederation (REC) has ever hosted.

The theme of the 2012 CIETT World Employment Conference was 'Transforming our Global Brand'. Bond Adapt were proud Co-Sponsors of this unique, visionary event.

Over two agenda packed days, world leading speakers shared their experiences and expertise on the future of the global recruitment industry. Hot topics ranging from industry trends, youth employment & global branding, right through to social media, the UK labour market and the future of recruitment were all discussed and debated - giving inspirational insight to those who came and listened.

Top 10 Takeaways from CIETT 2012
- by Kevin Green, CEO, REC

Kevin Green of the REC - (the organisers of the CIETT event and recent winners of 'Trade Association of the Year' Award ) - published the top 10 insights he took away from the conference.

A little taster of  these insights are as follows:

1) Now is our time
Jobs and growth are currently the number one issue for governments, businesses and the media around the world. As recruiters we need to be recognised as being a central provider of solutions. However we must be bolder and more confident in promoting ourselves as addressing this concern. We get people back to work, we help people advance their careers and we support organisations in securing the talent they need to succeed.

  2) Technology is changing our world - we have to change with it
Lynda Gratton from the London Business School told us how the interface between workers and technology is making the world a much smaller place, and skills more transferable. Younger generations are looking for personal development and learning from their careers, not just financial reward. Flexible working is only going to increase as keeping people in offices will simply be too expensive in the future. Are you ready for Gen Y and a world of home workers?

    3) We must play to win
PR expert Richard Cox said that it looked to him like recruiters, collectively as an industry, had been playing for the draw. To positively reposition ourselves in the ongoing debate with governments and trade unions he urged us to play to win – using more engaging and emotional messages to make an impact.

4) Lay the “comeback sauce” on every customerOne of my favourite sessions of the whole 3 days was the presentation by American recruiter Mary B Lucas. Using tales of her father’s homespun wisdom she shared some really sharp insights into improving the customer experience and putting relationships at the heart of your business. Everyone you do business with is different – what can you do in each interaction is to make every customer feel recognised and special, if you do this they will “comeback” time and again.

How to prepare for RTI and auto-enrolment.

The Changing Legislation conference on Wednesday 11th July was an extremely successful and informative day. The event hosted by Lucas Fettes and Bond Payroll Services had the aim of raising awareness regarding the legislative changes surrounding RTI and Auto-enrolment to those who work in HR, Personnel and Finance departments of Charity and voluntary organisations. With insights provided by Guest speaker Lindsay Melvin of the CIPP, we were able to bring informative and engaging advice to the industry.
A significant surprise of the day was the amount of confusion that still remains about the changes amongst payroll and HR employees in this sector. The main concern highlighted amongst those who attended was a lack of knowledge about the times, dates and cost implications of RTI and Auto-enrolment.

A second key area of concern was Employer Alignment Submission (EAS ) as attendees seemed unaware to the level of importance this phase of RTI will have and the small window of time available. The post event talks, however, highlighted that the understanding of these facts had improved considerably and we were happy to be on hand to answer any remaining queries and provide any guidance where necessary.

Importantly, concerns were voiced surrounding the amount of time and internal resources SME organisations spend on payroll, which was significant in comparison to the relative ease of outsourcing payroll for just a few hundred pounds a year. RTI will only increase the work load, thus increasing the time and reducing the resources available to that organisation. In the current economic climate with budgets being reduced it is surprising that organisations continue to waste this valuable resource.

Overall it was an enjoyable, informative day and we found it very refreshing to engage with the voluntary sector and specialist guest speakers. The event provided a good platform for Bond to strengthen our partnership with the NVCO and its members. Hosting events such as this demonstrates our ongoing commitment to the education of not just the payroll sector, but also voluntary organisations to ensure that they are not left behind when RTI and Auto-enrolment come into play.

Will the introduction of RTI affect my organisation’s payroll process?

    In a word, yes!

The UK payroll system is about to get just that little bit more complicated... In fact, 2013 marks the year that PAYE will experience its most fundamental changes to date since its inception in 1944, in a move that HMRC has ironically positioned as streamlining the complex system!

HMRC will introduce Real Time Information (RTI) in April 2013 and by October 2012 employers and pension providers will all be using the RTI service. The aim of RTI is to provide a more accurate and up-to-date picture of employees and pensioners, in an attempt to streamline the already complex payroll system. It is part of a major overhaul to PAYE, with the main objective for its introduction being to support the introduction of Universal Credits in October 2012. Universal Credits relies on pay-related data being provided in real-time, and RTI is arguably the vehicle for providing this information.

In April 2012 HMRC began a pilot of the new RTI process and will continue to expand the pilot, working closely with a growing number of companies during 2012-13. Since April 2012, all organisations now use the Government’s File by Internet (FBI) gateway to submit their RTI data, with the proposed go-live date for the Bacs submission route set for 2015. After the Bacs route is open, those organisations who use UK Bacs can submit via this path, whereas those who make payments via SWIFT, CHAPS, cash and cheques, internet banking and faster payments will continue to use the FBI channel.

RTI data is to be submitted at the end of each payrun, so in effect, a “mini year-end” will be performed at intervals throughout the year, determined by how often the payroll is processed - whether that be weekly, fortnightly or monthly. This could potentially end the stresses that the accounts departments of organisations face up and down the country on an annual basis when faced with the dread of the year-end data to submit!

Whilst HMRC’s intentions are laudable, it is worrying to note that many organisations are yet to speak to their current payroll software/service provider about RTI to understand its implications and how they can go about navigating the associated compliance and legislative issues..With such a shake up to the industry, it is not surprising that many will have questions to ask about what RTI will mean for employers, and how organisations can indeed best prepare for the changes. Why therefore, have employees been slow to respond, especially as penalties will be enforced for those organisations who do not submit RTI data?!

We urge all organisations to act as quickly as possible, reviewing their existing processes and asking any questions they might have ahead of the October 2013 deadline, to ensure that any changes that they are required to make are seamless.

Through our payroll bureau, Bond Payroll Services, Bond Payrite & Bond Teamspirit will be actively involved in the RTI pilot scheme, which includes 300 selected organisations and is to set to go live in April 2012.

Furthermore, we are working closely with HMRC to ensure both Bond Payrite and Bond Payroll Services & Bond Teamspirit include all of the relevant updates required to comply with the new legislation. We are therefore well placed to provide up-to-date advice and support our clients through the transition.
